The Iona area of Havelock North has been identified for residential growth since 1993 and was rezoned for residential development in 2018. The land contours are varied and challenging in places, and the form of development is tightly controlled by the District Plan via the Iona Structure Plan.

The Iona Structure Plan area is split into 3 areas, Area A – the Bull Hill Neighbourhood which is a continuation of the existing urbanised neighbourhood area east of the site, this area lies between Middle Road and straddles Iona Road. Area B extends up into the pastoral farmland south of the site called the Terraces Neighbourhood, comprising residential sites between 500m2 and 1000m2 and finally, Area C – the Plateau Neighbourhood comprises a restricted number of lots between 2000-2500m2 adjacent to existing rural residential neighborhoods. Each neighbourhood is intended to have its own identity and landscape character.

Development Nous is the lead design consultancy on the Iona Development for CDL Land New Zealand. Involvement has included full civil and subdivision design, surveying and UAV services, landscape and planning documentation, as well as managing the construction documentation and site supervision. Of particular note, this master planned community includes major stormwater infrastructure that helps to treat and detain stormwater for the site and upper catchments. Development Nous has worked closely with CKL Stormwater Engineers to model and design an intricate chain of attenuation basins and wetlands for the entire site to provide effective stormwater attenuation and treat stormwater across the project. Stage 1 is currently under construction and the first titles are due for release in early 2025.

The entirety of the balance area of the Iona Development is currently under consideration by Hastings District Council and Hawkes Bay Regional Council for consent. Construction is programmed to commence, pending decision on these stages early in 2025.
